Proposal & Project Controls Manager
Job Description:
Primary Responsibilities
Proposal Development & Business Development Support
- Track all incoming Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), and business opportunities.
- Serve as the central coordinator for proposal development activities from opportunity identification through final submission.
- Draft, write, edit, and assemble technical and commercial proposals with minimal engineering oversight.
- Translate engineering concepts, project scopes, and technical approaches into clear, client-focused proposal language.
- Work closely with engineering staff, project managers, and business development personnel to develop proposal strategies and deliverables.
- Develop proposal schedules and ensure all deadlines are met.
- Maintain project experience databases, personnel resumes, qualification statements, and proposal templates.
- Coordinate proposal reviews and incorporate comments from technical and management personnel.
- Prepare and assemble complete proposal packages including technical narratives, commercial qualifications, assumptions, schedules, and pricing information.
- Track proposal outcomes and maintain proposal performance metrics, win/loss statistics, and opportunity pipelines.
Commercial & Pricing Support
- Develop proposal cost estimates and pricing models in coordination with engineering and management personnel.
- Prepare labor estimates, level-of-effort calculations, project schedules, staffing plans, and fee proposals.
- Understand and evaluate contractual and commercial terms and conditions.
- Review client contracts and identify potential commercial risks, exclusions, and assumptions.
- Support contract negotiations and commercial discussions with clients.
- Maintain proposal cost databases and historical estimating information
Project Controls & Financial Management
- Monitor project financial performance including budgets, burn rates, earned value indicators, and fee utilization.
- Assist project managers with project forecasting, resource planning, and workload projections.
- Review open invoices and aging accounts receivable reports.
- Coordinate with accounting personnel and project managers to ensure timely billing and collections.
- Communicate directly with clients regarding invoice status, billing questions, and collection activities.
- Track project commitments, change orders, amendments, and additional service authorizations.
- Develop project financial and operational reporting for management.
Client Interface & Relationship Management
- Participate in client meetings, business development discussions, proposal presentations, and project reviews.
- Build professional relationships with utility, industrial, and renewable energy clients.
- Serve as a professional representative of the company during commercial and project-related discussions.
- Coordinate follow-up actions resulting from proposal meetings and client discussions.
- Support strategic account management activities.
Required Qualifications
- Bachelor's Degree in Engineering, Construction Management, Business Administration, Project Management, Finance, or related discipline.
- Minimum 5 years of experience in proposal development, project controls, engineering consulting, utility infrastructure, energy services, construction management, or related industries.
- Demonstrated experience preparing technical and commercial proposals.
- Strong understanding of project budgeting, estimating, forecasting, and project financial controls.
- Experience supporting invoicing, accounts receivable management, and project financial reporting.
- Excellent written and verbal English communication skills.
- Strong organizational skills with the ability to manage multiple priorities and deadlines simultaneously.
- Advanced proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, and Teams.
- Strong interpersonal skills with the ability to interact effectively with executives, clients, project managers, engineers, and accounting personnel.
Preferred Qualifications
- Must have 5 years of relevant experience
- Experience supporting electrical substation, transmission, distribution, renewable energy, battery energy storage (BESS), microgrid, or power generation projects.
- Knowledge of utility industry procurement processes and engineering consulting services.
- Background in project controls, cost engineering, scheduling, or commercial project management.
- Experience working with professional engineering organizations or EPC firms.
- Familiarity with project management and accounting software.
- PMP, CCM, PSP, or similar professional certification preferred.
- Technical background sufficient to understand and communicate engineering concepts to clients.

- Proposal Manager, Project Controls Specialist, Commercial Analyst, Client Relationship Coordinator, Accounts Receivable Liaison, Technical Writer with Engineering Awareness
- They understand enough about electrical substations, utility infrastructure, and power generation projects (or related industries but not necessarily in Power Generation/Substation) to communicate effectively with engineers and clients, while possessing the commercial and organizational skills necessary to drive proposal and project execution success.
